White Hat Gaming's PAM powers launch of Jackpot Lounge casino
Dream Team Gaming has helped Malta-based operator Two Shepherds Limited secure an MGA licence and launch its Jackpot Lounge casino using White Hat Gaming's player account management platform.
Dream Team Gaming has announced that its client Two Shepherds Limited has obtained a Malta Gaming Authority licence and gone live with a new casino brand, Jackpot Lounge, on 28th May 2025.
The site runs on White Hat Gaming’s Player Account Management (PAM) system, which includes in-house cashier and payment technology. According to the companies, this supports Jackpot Lounge’s aim of offering a broad game selection and a straightforward user interface tailored to different player preferences.
Move to independent operator status
The launch represents a shift for Two Shepherds Limited from operating as a white-label casino brand to becoming an independent licensed operator. Dream Team Gaming, which provides marketing and management services to the operator, worked alongside White Hat Gaming on the transition. The parties say the move sets up further expansion, including additional brand launches.
David Glickman, chief executive of Two Shepherds Limited, described the launch as a milestone in the company’s development into a multi-jurisdictional independent operator. He said the business is working with Dream Team Gaming to redesign its brand portfolio while retaining their existing character for a growing player base, and indicated plans to enter a further regulated market in the near future.
Phil Gelvan, chief executive of White Hat Gaming, said the company continues to focus on international growth and on developing its PAM technology to help operators improve player experience and operational efficiency.
White Hat Gaming supplies a PAM, cashier system and centralised back office to iGaming operators, alongside managed services covering customer support, payments, risk and fraud, and compliance. It also aggregates third-party content including sportsbooks and games from more than 130 providers. Dream Team Gaming offers bespoke marketing and management support aimed at brand growth, player engagement and operational performance.
